In order to work with DDS, the plugin for Photoshop is recommended.

For those, unable to pay for PS, you may wish to look at this:
DDS viewer, so you can look at dds files in windows explorer:

DDS converter, so you can convert to and from dds, like to and from tga:

You may wish to use the free program of GIMP as image editing tool:

There now is a plugin for GIMP to rework DDS files:

I cannot say if it is a good plugin, since I use the plugin for PhotoShop myself...
