Gimp 2.6.7
This little art package is freeware so we offer it to you as a download
It can be used to alter tag files in SH3 and also the DDS files in SH5
Included in the download folder is the main Gimp program and also the DDS plug-in

Instructions ... un-pack the downloaded file using winRAR
then double click the gimp-2.6.7-i686-setup
this will install Gimp onto your Hard drive.
Once installed highlight then right click the dds plug-in and copy it into the plug-ins folder
as shown below
